MissionHires is partnering with a leading nonprofit to hire a Vice President of Housing Management. This executive will oversee the strategic, operational, and financial performance of a multi-site affordable and specialized housing portfolio across Texas. The role leads regional and on-site teams, drives resident satisfaction and retention, ensures compliance with HUD and affordable housing programs, manages client relations, and stewards budgets, cash flow, capital planning, and maintenance to meet corporate and regulatory objectives.

How You'll Contribute

  • Lead Regional Managers and on-site teams to meet performance benchmarks and operational standards, including routine site visits to assess property conditions and implementation of clients’ business plans
  • Streamline processes, enforce operational expectations, and ensure adherence to company policies
  • Ensure compliance with grant, debt, and equity programs; health and safety services; ADA; and Equal Employment Opportunity requirements
  • Serve as secondary 3rd-party client liaison; conduct monthly reviews to discuss financial performance and asset strategies; address concerns with actionable recommendations
  • Participate in site visits and operations calls, prioritizing underperforming assets and driving turnaround plans
  • Drive initiatives to improve tenant retention and satisfaction; resolve escalated tenant issues; ensure consistent service quality
  • Lead weekly meetings with direct reports focused on strategic goals and performance; implement training programs and ensure LMS compliance
  • Set, review, and manage goals for direct reports to promote professional growth and high performance
  • Oversee portfolio financial health, align rental income with budget expectations, manage annual increases and concessions
  • Use RealPage software and client analytics to regularly review and improve portfolio performance
  • Approve financial transactions, including rent rates and expenditures; ensure alignment with budgetary goals
  • Establish systems to review capital expenditures; ensure properties are well maintained and vendor payments are current
  • Manage cash flow and funding requests, with special focus on distressed assets
  • Ensure compliance with procurement policies and financial practices; approve purchase orders and service agreements
  • Review incident reports to manage risks effectively
  • Interact with consultants, architects, and contractors to review operational budgets for properties in development, optimizing cost, quality, and client utilization
  • Serve as primary liaison and staff resource to local HUD offices across Texas
  • Oversee properties’ rental income to ensure alignment with market conditions and budget targets
  • Professionally represent the organization with communities, tenants, agencies, corporations, and government leaders to position VOA Texas as the premier nonprofit housing manager in Texas
  • Oversee maintenance and repair processes for buildings, grounds, appliances, equipment, and furnishings
  • Develop and implement systems for evaluating maintenance needs and performing preventative maintenance; maintain a work order system documenting work performed
  • Ensure properties pass all required inspections
  • Lead construction management for facility repairs (including disaster-related repairs); prepare and review contracts and work specifications to ensure compliance with regulations and building codes
  • Assist with new business analysis and pitches and lead smooth transitions of new communities in coordination with the housing team

What Makes You a Great Fit

  • Bachelor’s degree in business administration, real estate management, or related field (equivalent experience may substitute for education)
  • 10+ years of property management leadership experience, including 4+ years in multi-site senior leadership
  • Demonstrated expertise with affordable housing compliance, HUD programs, ADA, EEO, and health and safety requirements
  • Proven experience managing client relationships, conducting performance reviews, and developing asset strategies
  • Strong financial stewardship: budgeting, rent setting, concessions, capital planning, cash flow management, vendor oversight, and procurement compliance
  • Proficiency with RealPage software and ability to leverage client analytics for performance management
  • Track record improving tenant satisfaction and retention and resolving escalated tenant issues
  • Experience leading training programs, LMS compliance, and performance management for direct reports
  • Construction and repair management experience, including contracts, scopes of work, regulatory and building code compliance, and disaster-related repairs
  • Ability to implement preventative maintenance programs and work order systems that pass required inspections
  • Excellent communication skills for stakeholder engagement with communities, tenants, agencies, corporations, contractors, architects, consultants, and government partners
  • Valid driver’s license
  • Ability to travel to visit properties in the portfolio at least three times annually and as needed
  • Physical ability to sit or stand for extended periods; read documents and computer screens; hear and communicate in person and by phone/computer; operate standard office equipment; and occasionally lift or carry up to 15 pounds
