Why This Role Matters

MissionHires is seeking a client-focused Professional Engineer and Project Manager to lead the planning, design, and delivery of municipal drinking water projects. This role partners closely with Operations & Maintenance teams, multidisciplinary technical staff, clients, contractors, and regulatory agencies to deliver water infrastructure solutions, including distribution improvements, treatment upgrades, PFAS treatment, and Lead and Copper Rule initiatives. The position offers a flexible hybrid schedule and requires travel to client sites.

How You'll Contribute
  • Manage and execute municipal drinking water planning, design, and construction projects in collaboration with Operations & Maintenance, multidisciplinary internal teams, and subconsultants.
  • Determine project delivery approaches and partner with senior leadership to develop technical approaches for larger or more complex projects.
  • Develop, manage, and track project budgets, schedules, milestones, staffing needs, deliverables, and scope.
  • Apply the company’s project management framework to execute projects successfully.
  • Maintain proactive communication with project management and technical teams throughout project delivery.
  • Work directly with municipal clients and represent the firm professionally in meetings, site visits, and project discussions.
  • Coordinate with external suppliers, subcontractors, contractors, and clients to support project delivery and construction execution.
  • Visit client sites to support meetings, proposal development, construction observation, and field coordination.
  • Coordinate field activities during construction to help ensure work complies with contract documents.
  • Interface with state and local regulatory agencies and permitting officials.
  • Conduct and coordinate QA/QC reviews of project deliverables to uphold technical excellence standards.
  • Contribute to the development of engineering design guidelines and standards.
  • Prepare and deliver presentations and training programs for internal teams, clients, and professional associations.
  • Support business development activities, including proposal writing and development of project scopes, budgets, and schedules.

What Makes You a Great Fit
  • 15 to 25 years of consulting engineering experience.
  • At least 5 years of project management experience.
  • Bachelor’s degree in Civil Engineering or Environmental Engineering; a master’s degree is preferred.
  • Active Professional Engineer license in Missouri or Illinois, or the ability to obtain licensure through reciprocity.
  • Demonstrated project management and delivery experience in civil and environmental engineering.
  • In-depth knowledge of engineering concepts related to municipal drinking water systems, including planning, treatment, and distribution systems.
  • Experience evaluating, planning, designing, and constructing drinking water systems.
  • Ability to manage multiple concurrent projects while maintaining strong budget, schedule, and deliverable control.
  • Knowledge of relevant state and federal regulations, state bidding laws, and infrastructure funding programs.
  • Excellent writing, verbal communication, presentation, and stakeholder engagement skills.
  • Experience writing proposals and developing project scopes, budgets, and schedules.
  • Wastewater system experience is preferred.
