Civil Engineer / Project Manager - Urban Development - Dallas, Texas

Why This Role Matters

MissionHires is partnering to hire a Civil Engineer / Project Manager (Eng V) for our Dallas Urban Development practice. The ideal candidate is a Texas-registered PE with 8–10 years of civil design experience (2+ years PM), proven client leadership, and hands-on delivery of urban development projects. You will lead project planning and execution, guide business development, mentor teams, and ensure high-quality, on-time, and on-budget outcomes for DFW-area projects (and beyond as needed).

How You'll Contribute

  • Prepare preliminary engineering reports and technical documentation
  • Research jurisdictional requirements and integrate into design and construction drawings
  • Develop proposals/contracts, project work plans, schedules, and monthly forecasts
  • Produce design and construction drawings using AutoCAD; leverage research inputs
  • Create GIS exhibits using ArcGIS
  • Conduct site visits and document findings
  • Coordinate client management, marketing, and pursuit strategies for future work
  • Lead and mentor a team of engineers and drafters; assign and utilize staff effectively
  • Host and lead kickoff and high‑level design calls with clients
  • Prepare client cost estimates and support budgeting activities
  • Attend, record, and distribute meeting minutes; manage general project correspondence
  • Prepare written and graphic materials for presentations and client documents
  • Track project progress and budget using reports and performance metrics; deliver profitable, on‑schedule, high‑quality projects
  • Cultivate and maintain strong client relationships; drive repeat work, SOQs, and proposals
  • Follow and enforce business processes, weekly rhythms, QMS, and quality control measures
  • Train, coach, and mentor junior staff; foster a learning culture
  • Support office sales goals; develop and execute win strategies for pursuits
  • Troubleshoot issues, recommend solutions, and document for internal and external stakeholders
  • Uphold safety, organization, and attention to detail while managing multiple projects

What Makes You a Great Fit

  • Bachelor’s Degree in Civil Engineering (BSCE)
  • Registered Professional Engineer (PE) in the State of Texas
  • 8–10 years of civil engineering design experience, including a minimum of 2 years as a Project Manager
  • Demonstrated experience producing accurate, complete construction plans and reports
  • Proficiency in AutoCAD; MicroStation and Civil 3D experience a plus
  • Proficiency with Microsoft Word, Excel, and Project
  • Experience preparing proposals, work plans, schedules, and cost estimates
  • Ability to research and apply jurisdictional requirements to design and construction documents
  • ArcGIS experience for preparing GIS exhibits
  • Strong client-facing communication skills, written and verbal; ability to lead meetings and correspondence
  • Proven ability to lead, mentor, and quality-check work of staff with varied experience levels
  • Strong organizational skills with the ability to manage multiple projects independently with limited supervision
  • Demonstrated leadership, problem solving, and deadline management skills
  • Ability to deliver proactive client communication and escalate issues appropriately
  • Willingness to assume increased responsibilities and contribute to business development
  • Physical ability to sit for prolonged periods, work at a computer, and lift up to 25 pounds; ability to concentrate under deadlines
